The sex offenders mentioned in the article shouldn't be living ANYWHERE but in a maximum security prison.
I don't believe these scum change. It's no comfort that every community in the country is stuffed with these goons. I checked the IL registery and we have 75 known sex offenders in this neighborhood, which sounds bad, but could be way worse. Did you know that Patsy Ramsey, the mother of the murdered child in Boulder, discovered that there were 38 of these scum living nearby in her wealthy, low density neighborhood? Relative to the population of her area, her nabe had even more of these creeps than ours does.
However, since our sentancing laws for these creeps are toothless, the least we can do is ride herd on neighborhood facilities that harbor them.
